Bitmap Image Resize in Visual Basic

I wanna to Resize the bitmap image in visual basic keeping the acpect resio of image. Don’t say just use image control and make it propertie strach=ture i know that, but all I need is resize and save in another file or database. for example I wanna to load a image from file which size is (300X400) pixels and resize it to for example (150X200) pixels and save bake in to disk or database. Please Give Solution it is important for me.
